I can’t download IOS 16 I tried everything I delisted storage I am charging my phone I’m in wifi and I’m on iPhone 12 mini

You might have used an iOS beta version on your device. Should be this case, go to Settings>General>VPN & Profile management, delete the beta profile, restart your iPhone, check for updates availability again.
