my iCloud space is full, and when ever I try paying with my card, they keep telling me my payment is declined I should upgrade my method of payment but still it not working
This message indicates that there is still an issue with the payment method you are using for your Apple ID.

Download All of iCloud:
You can download all of iCloud, and then, once downloaded, trash all of what is in there, using Safari or the iCloud app.
