It start up mac with a mac up set up
My Mac doesn’t want to start up , not reading mouse and is at macsetup black screen

That looks more lake it’s asking for a keyboard than a mouse.
If you have a new Magic Keyboard try connecting it to the iMac with the supplied USB cable.
If not, then plug in a Generic or PC USB keyboard and mouse.
