Second hand watch issues
I recently got an Apple se watch and was trying to set it up but it has an activation lock. I have been trying to contact the old owner for a while now with no response.

You need to contact with the seller and ask to remove this device from their Apple ID. Unfortunately, there is no way around to by-pass this.
