I want to re-download some apps and games but unfortunately I need money to re-download them. I’m completely confused if it supposed be like that or no I understand if your downloading new apps and games that haven’t been downloaded before but re- downloading

Then it isn't a valid payment method!
The system tests the payment method on occasion with a small test called an authorization hold. If you have no funds in the bank that your payment method draws from, the authorization hold will be declined. So the payment method isn't valid because it can't be used.
I do have a valid payment method it’s just I don’t have any money in my bank
