Yes. It seems iOs 16 is not showing up for those that chose to update to iOS 15.7 first.
You'll need to wait for it to appear on its own or possibly for the next point update. There does not seem to be anyway to force it at this time.

iPadOS 16 for iPad has not been released.
Nothing in the original question states this is in relation to an iPad.
Are you using iOS 15 beta? go to settings>general>VPN & device management and erase any profile listed.
