my phone contacts are not backing up all the contacts, why is this?

iPhone11 backup to icloud is backing up only some of my contacts. I have enough space. I just did a backup with the iphone connected to WiFi and power but the problem continues. I am on latest version - iOS15.6 iPhone is not backing up all my contacts

How to restore contacts after getting a new iphone? Just got a new iPhone XR and I backed it up and have no contacts or anything remembered from my iPhone 8. My iPhone 8 had automatic backup and was backed up recently so what’s the deal?
