I have loaded cash into my apple cash but when I go add apple cash to my wallet on my iphone it will not add it. The error message says Cannot Add Card - Your apple account balance cannot be added to wallet at this time. What do I do?

You're describing (perhaps) two different things in your post. You cannot both load Apple Cash to your account and then say Apple Cash is not added. Is your Apple Cash set up? If it is, you can transfer funds through your bank or by receiving funds through iMessage. See Set up Apple Cash - Apple Support
Cannot Add Card - Your apple account balance cannot be added to wallet at this time.
If it's really your Apple Account balance that you wish to add so that you can view the balance, see Add your Apple Account Card to Wallet on iPhone - Apple Support
