Thanks for copying and pasting the Apple Support screed, but I'd already looked at this — and it doesn't actually relate to my problem (as outlined in my original post).
On launch, Safari refuses to start with a blank page — no matter what I select in preferences. It ALWAYS starts with the stupid "Start" page — which I don't want.
Of course, in Safari preferences I have selected "Blank page" for both "New windows" and "New tabs". But Safari 16 ignores these preferences settings!
When Safari is first launched, it opens a 'New window', but this is not a "Blank page" — it's the bloody "Start" page.
I've implemented a workaround to this bug by setting my "Homepage" in Safari preferences to "about:blank", and then setting the "New window opens with:" preference to "Homepage".
But there is definitely a bug in Safari 16 that makes it ignore the user's preference for new windows to open with an "Empty page".
Really rather annoying. Hopefully, this bug will get squashed in a future update…
