Admin account on MacBook Air locked - password not useable

I have a Macbook Air, my admin user account won't accept the password. It says it is locked. I have another account which I can access, however I cannot do anything due to the admin account being locked as I need permission. There is no apple ID set up on the admin or user account. How can I unlock the admin account to use the laptop again?

If you are unable to log into your Mac, refer to If you forgot your Mac login password - Apple Support. If necessary, continue with If you can't reset your Mac login password - Apple Support.
If your Apple ID Account is locked or disabled, refer to If your Apple ID is locked or disabled - Apple Support.
