After updating iPhone 13 to iOS 16, user is still seeing separate "message edited to" bubbles and unsent messages remain visible (incoming messages).
Outgoing messages can be edited and unsent, and appear correctly on other iOS 16 users.

The solution was disabling iMessage on the iPhone, waiting a couple of minutes, then turning it back on.
Edits and unsent messages now behave properly.

If the people you are messaging with are on older OS versions, then they will see "message edited to" and unsent messages.
The user has upgraded to iOS 16.
