So the orange microphone indicator that tells you that an app is using your mic is always on. I’ve tried closing all of my background apps as well as checking and disabling microphone privileges for all the apps listed. Is there anything else I can try?

When do you see the indicator? If it is when you are making a phone call, of course the microphone must be on!
If you open the Control Center it will say which app was the last one to use the microphone.
Another possibility is the indicator isn’t on; instead it is in your wallpaper image.
