I was given this ipad from a friend, but they left their stuff on it and reset it but that caused an activation lock

You here have an iPad which is indistinguishable from a lost or stolen iPad.

Your friend can remotely unlock via iCloud, or the executor can request an unlock if “not able to contact them” is due to death.

This iPad will forever be useless to you without that password.

… as far as Apple is aware, your friend STILL owns that iPad.

This is because it it STILL listed on his/her AppleID.

IF it is deleted from your Friend’s AppleID as described in previous replies, you can THEN make it yours.

Ask them to remove the lock. It's an anti-theft measure; Apple won't unlock it for you.
