iPhone + iPad...can I share multiple devices and link on separate iTunes account?

Specially for paid apps

You cannot merge Apple IDs. You can however, set up family sharing between them

itunes Hi we have Apple One sharing but my itunes library & purchases aren't transferring to the other family members? Purchases (in iphone settings) are ticked as for sharing? Can you help?
