Live Photo will NOT stay off!

This is seriously ticking me off!! I turn off Live Photos in the camera app. Go to SETTINGS and turn PRESERVE SETTINGS- LIVE PHOTOS to ON.

Go to camera. It’s off…good!!

A while later it’s ON AGAIN!! I found this same issue in this forum from several years ago. Everyone who replied said to go to settings and hit the SETTINGS- PRESERVE SETTINGS- LIVE PHOTO- ON. That was the reply given even when the poster said they had already done that… like I just did. There just has to be another answer.

i just spent over an hour taking architecture pics in a small town and about halfway through my camera is inexplicably turned on to Live Photos. WHY???!!??

WHAT IS THE ANSWER?????
