Hotspot limit user

How can I increase hotspot user to more than three? Now I can only join three users to my hotspot but I really need to increase it at least to 4

Apple gives this information regarding device limits (Share your internet connection from iPhone - Apple Support)-

The number of devices that can join your Personal Hotspot at one time depends on your carrier and iPhone model. Contact your carrier for more information.

If I understand it correctly then the number of devices that can access your Personal Hotspot at one time basically depends on your carrier who has enabled Hotspot for your SIM and iPhone model.

On my iPhone 6 iOS the maximum connection allowed is 3. Beyond that when I connect, I get a popup message which says "Unable to join Network, Try Later"
