Why we can’t create many times Apple ID?

hey apple I want to create my Apple ID in iPhone 6 I have buy this phone from my friend i don’t know how many times he created Apple ID for me it’s first time so please help me to create a new Apple ID. Hope you help me

Create a new ID (if necessary)on another Apple device/computer and sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in.
If you see a Could Not Create Apple ID or Could Not Set Up iCloud message. *
