Delete Apps in the Cloud
How do I delete apps that I have removed from my phone but still exist in the Cloud taking up storage space?

Apps cannot be stored in iCloud and do not take up any of your storage space. If you re-download a deleted app, it comes from the App Store, not from iCloud. The cloud icon in the App Store only indicates that it is a previously downloaded app that you can download again.
Also note that you cannot delete purchase history but you can hide it. Hide purchases from the App Store - Apple Support
