Is it possible to combine multiple photos into a single image using Apple Photos app?
If I were to use Pages as has been recommended, what formats can I save it in?

It's not possible in photos.
In pages, you can save in document formats, including PDF. A PDF can then be converted to image formats (jpg, tif etc) using preview.
