iPhone unresponsive

I have an iPhone that gets stuck on the apple screen and does not fully turn on. However, it has a broken screen. If I fix the broken screen, will that possibly fix my phones unresponsiveness? Thanks. Or is there a way to check if it can be fixed in any other way with the hardware or such to get it to turn on?
