Need for concurrent notifications on both iPhone and Apple watch

Why won’t Apple allow notifications concurrently on both devices? I often miss text notifications on my watch because I don’t feel the vibration, especially when working outside. Turning off Wrist Detection is the only work-around but it turns off the Passcode.

Can Apple please consider allowing dual notifications and leaving the other Wrist Detection features active?
