I want to be able to easily see her photos and she wants to be able to see mine.
When you share an icloud+ storage plan, you are sharing the storage, but not the data you have stored. You will still not be able to see each others pictures, unless you upgrade to iOS 16 and/or macOS 13 Ventura, if you are using a Mac.
With the next version of iOS and macOS coming this fall you will be able to set up and use a joint iCloud Photos Library, after you set up Family Sharing. You will probably need more than 5GB each to be able to share a Photos Library ad still keep iCloud backups of your devices. Go at least for the 50GB storage plan.

Niel, here is my basic question. My wife and I have two separate apple ids. She and I each have the basic free 5gb icloud data. I want to be able to easily see her photos and she wants to be able to see mine. We don't need to share anything else. We want to each have 5gb. Can we do this with iCloud Sharing?
If the organizer enables iCloud sharing, everyone in the group who previously had the free 5GB of storage will be on the shared plan instead. Otherwise, yes.

Not individually; you'll both need to share the amount in the plan you get.
