Is it possible to find a lost phone if the Find my phone is turned off?

Post notices around where you lost it, and if applicable, contact the Lost & Found department of the facility involved.

What I should have asked is, Is there a way to turn the Find My iPhone switch to ON if it was OFF when it was lost?
