Tab key not navigating correctly within various applications

The tab key on my new 2022 MacBook Pro 13" M2 isn't working. I just updated to OS Monterey 12.5.1 when I got it. When in an application (EXCEL, Google Sheets, etc) when I tab to the next cell, the selected cell doesn't move, but in the application there appears a blue outline on the app executable tabs (little page size dots , etc).

It turns out that this problem was caused by enabling full keyboard access in the accessibility panel. When I disabled that, the applications began to function like normal.
