I have recently deleted a folder from mail. I have looked in the trash folder and bin and can not see it.
It has deleted it off all my devices.
How do I find it to restore it?

You had created a mail box either in " on my section " or in iCloud , when you right click on the folder and delete the mailbox , in the next pop up window again click on delete its deleted permanently and can never be recovered .
