With some recent-ish update to Apple Music playlist folder artwork has become more limited, and also does not seem to sync or display on my iPhone 12 anymore.
For example, on the "All Playlist" view on my mac, before:
and after:
I can still set artwork within a playlist, but that is the only location it will show.
It's the same story on my iPhone.
What changed and why?

Was the impacted artwork only with the shown folders or does it also occur with artists, albums, and tracks?

Yes, I followed these steps. The problem is only with folders. Playlists themselves display the customised artwork no problem (you can see some examples in the bottom row) and albums are fine as well. I don't change artist or individual track artwork.
