Some things to try...

A. Enable Contacts in iCloud Settings:

See If “Contacts” is somehow disabled.

• If it is disabled, then enable it.
• If it is enabled, then disable it and then re-enable it.

B. Also, Try the Following:

• Restore Contacts, Calendars, Bookmarks, and More Using iCloud.com - Apple Support

• If your iCloud Contacts, Calendars, or Reminders won’t Sync - Apple Support

• Archive the Contacts you Store in iCloud - Apple Support

The same Apple ID and password is signed between two devices on the same network delete contacts from your iPhone ( the common contacts between iCloud.com ( Manage and delete contacts on your iPhone, iPad, or iPod touch - Apple Support ) it will also delete from new iPhone and can't be recovered .
