Since I updated to the latest version of iOS 15.6.1on my iPad, the merge PDFs feature found in files which was in the “More” option at the bottom right hand corner when you selected multiple PDFs in Files is now gone. I used this feature often. Has it moved?

Having just tested the iPadOS 15.6.1 File App, the Merge PDFs option remains available.
Having opened a PDF file from the Files App, tap the Share button at top-right - then scroll down the share-sheet:
