Assuming that you have saved your Passwords in your Keychain, ensure that both old and new iPad are signed-in to iCloud with the same AppleID - and enable Keychain in iCloud on both devices:
Settings > [Your Name / AppleID] > iCloud > Keychain > iCloud Keychain - set to ON
