I no longer have this iPhone and no longer needing my iCloud account so want to cancel my account

Do you want to cancel the subscription to extra iCloud Storage, or do you want to completely delete your Apple ID?
Those are 2 different things.

Do note, even without an iPhone, you can still access your Apple ID and iCloud account from Windows and Android devices through the https://appleid.apple.com and https://icloud.com websites.
Other features such as Apple Music Apple TV are available on non Apple devices too.
