How do you get out if you're locked out in a situation where you buy a pre owned iphone from eBay, Amazone or any other online platform but you don't have the apple id linked to the device and you don't have access to the actual owner of the device. how do you recover your preowned iPhone?

Unfortunately there is no way.
The seller needs to remove the iCloud lock (activation lock) beforehand in order to be able to be set up as new again.
If you bought it from eBay or Amazon, I would try to send it back because the iPhone is basically bricked and totally useless for you thus there is no workaround the activation lock.

Activation lock is a security protocol that can't be bypassed. Only the person it is locked to can unlock it.
If you bought this from someone and it came locked, try to get your money back, you will never be able to use the phone.
If you did buy it from eBay or Amazon, contact them, they may refund you but it's not guaranteed.
