not downloading apps across all devices setting?
How do I set my iPhone to not allow an app download to also happen on my iPad whenever I install a new app on my iPhone?

Are you sharing your Apple ID with others?
Settings > App Stores > [Automatic Downloads Section ] Apps > Disable. Please see the pic below
