I just upgraded my storage however when I open photos it still says I have no storage.

The storage on an iPhone can't be increased, it is a fixed size. You purchased iCloud storage.

Sure these are downloaded? If these are uploaded to iCloud, then they will not be stored in your internal storage. So, viewing iCloud storage, do you see it there?
