You bought a phone that that was NOT bought from Apple, and is Flex Policy locked. It can only be used with a US carrier; it will lock to the first carrier it is used with. If it has never been used in the US the phone is useless outside of the US. If it has been used with a US carrier only that carrier can unlock it. If you can’t contact the carrier or the won’t unlock it you will never be able to use that phone.
