What are you trying to do? You mention resetting an account recovery key (see How to generate a recovery key - Apple Support) which can only be turned off or reset as long as you still have full use access of one of your trusted devices.
Note that if you’ve lost access to an account recovery key, you cannot recover your AppleID. When using an account recovery key it is imperative you keep that 28 digit key somewhere you can retrieve it when or if needed. Without it, you will lose access to your AppleID (and Apple Support can do nothing to help).
Resetting an account recovery contact would also be done on a trusted device which you still have full use access to (see Set up an account recovery contact - Apple Support).
