Can an Apple AirTag be added to more than one phone / Find My app from different iTunes accounts?
Example: both parents want to be able to see there child’s location.

there is likely a reason for the limitation though, proably some privacy stalking thing
The privacy issue can be remedied the way Tile does theirs. Each tile is assigned to one ID but that user can share it with another user. Basically they give permission for someone else to be able to find the item.
Apple’s approach is fundamentally different from Tile’s … for privacy reasons of all involved.
