What does it mean if both keyboard and external keyboard are unresponsive?

At random points in time, both my external keyboard and macbook keyboard become unresponsive such that I cannot type any characters onto the screen. Sometimes I can hear sound feedback for each keyboard click, sometimes there is no sound feedback at all. Is there a hardware or software problem, do I need to send in my macbook for repair?
