No. Not for the macOS. But, for internal software (i.e. iTunes), there might be updates for that.
I wish there were a security update for the older OS. I have multiple computers. Some are up to date, but I need to keep others back to a lower OS. I wonder why Apple does not put out a security update for those of us who are not running the latest OS. Don't we need to protect all our devices?
Also, I have an iPad Air from 2013. It cannot get the update either. I have an iPad Pro 11", and it was able to update, but I wish Apple would help with the older devices. We still use them.

Mostly you just need a more modern Browser than Safari on Mojave, or High Sierra like Firefox or Brave.
What do you mean by a "more modern browser than Safari"? Is Safari not as modern as the others, if not, why?
Safari version is pretty much tied to the OS version & Apple doesn't update it for older OS versions, so if you're stuck on an older OS version then you need an alternate browser. :)
