To set up Apple Cash Family you must first close any accounts that children already had. Make sure that the balance is zero then go here - Manage your Apple Cash account - Apple Support next, go here - Set up and use Apple Cash Family. (Additional support links View and limit your child or teen's Apple Cash activity, Leave Apple Cash Family, Apple Cash and person to person payments limits)
go to settings>Wallet & Apple Pay>express transit>set the card you want used.

Not for me. For my child she is under 18. And her account will not allow her to add it for the bus.
If she has Apple Cash turned on and set as the default payment method she should be able to use Transit that accepts Apple Pay. Some city transits provide passes for children with school IDs.
