I can't remove the ICloud notification "Your carrier may charge you for the SMS needed to activate iCloud." What can I do that?

Hello Giuseppe,

For your iCloud activation, your iPhone needs to send SMS, especially for iMessage and FaceTime, because maybe you've reset your iPhone recently. You have two choices either let the iPhone send a message and activate your number on your apple ID or disable your iMessage from the setting > iMessage and setting > FaceTime to deactivate them, in this case, your iPhone will use your email addresses to send and receive messages and the notification will be removed.
