The inbuilt applications photos , contacts should be always turned on Set up iCloud on all your devices - Apple Support so that they sync with iCloud , further you can change Apple ID Change your Apple ID - Apple Support
Note : the most important the Apple ID should be signed in the device and you must know password and rest of account credentials .
