As I mentioned earlier, you are not going to be able to MOVE and archive your photos to iCloud. This is because iCloud is synch service and not an archiving service. You can however export your photos to a computer by following this guide published by Apple 👉 Transfer photos and videos from your iPhone to your Mac or a PC.

Check the following Setting:

Open Settings ➡️ Apple ID (Your Name at Top) ➡️ iCloud ➡️ Photos: Set this switch to ON.

NOTE: This will synch the Photos to iCloud and all your devices that are signed in with the same Apple ID. You are not going to be able to completely move and archive your photos out of your iPhone.

iCloud is NOT a storage capacity extension of your iPhone.

There is one thing that you can do to increase space on your iPhone related to Photos and that is to set up your iPhone to Optimize Phone Storage. What this does is that your iPhone saves low resolution photos on your iPhone and saves original resolution photos on iCloud. This saves space on your iPhone. When you choose to view the photo on your iPhone then it quickly downloads the original resolution of your photo from iCloud and displays it on your screen. If you choose to set this up then open Settings Photos Optimize iPhone Storage : Check this and set it to ON.
