Can someone sync their iPhone to mine without my permission?

No. Go to Settings/[your name] and you will see a list of all devices that share your Apple ID and iCloud. If you see any that shouldn’t have access to your Apple ID you can tap on them and delete them. Then→Change your Apple ID password - Apple Support
