If I want to purchase a new phone and create new apple ID do I have to have the new phone and number

You don't have to have a new phone to create a new Apple ID, but you do need a phone number different than what is on your current Apple ID.

If you create/use a new Apple ID, you will lose access to some of your data and the purchases made with your existing Apple ID.

You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
