I have a 2013 iMac which I'll admit is getting old. Some of the updates aren't supported on Safari. Can an new iMac Mini be made to work with my 2013 iMac Monitor? After all, one has to ask.

None of the M1 based Macs support Target Display Mode, so the answer is no a new Mac mini will not work with your 2013 iMac. I STRONGLY recommend that you get an external display and connect it to the MM, this will mean no expensive cabling, reasonable display costs and MUCH higher reliability than Target Display Mode ever had. Please refer to what states in Target Display Mode (TDM)

You could also try Luna display, however I'd simply get an external display.
