How to stop getting iCloud notifications to start using iCloud? (Monterey)

We do not intend to use iCloud. How do we get rid of the notifications to start using it? I do not see an option under apple > system preferences > apple ID.

How do I stop unwanted iCloud sync notifications on my MacBook Air M2? MacBook Air M2 2022 with MacOS 14.7.5 (Sonoma) This is the notice I get.
