Can I setup my new iPad with my iPhone

You can restore from the backup of another device. However, certain things will not transfer due restoring from a different device.

You can use the iPhone as the source for the Quick Start migration yes. Or you can use a backup made form the iPhone to setup the iPad when asked yes.
