In what way were you unable to transfer?

Best way in my opinion is an external drive, so with that:

Is you back-up a Time Machine drive, or do you have the photoslibrary visible as a "file" on the hard drive? If the library is there, you can just drag it to your Air's hard drive and double-click on it. I wouldn't open the back-up without copying it first-- that's the point of a back-up!

Also, you may want to check in Photos preferences where you can indicate the location of your library. It might be searching the wrong space.
