No you don’t understand personal hotspot is working but it doesn’t stays on ! . For example if you want to enable it you have to be in the switch button on the settings to get devices connected! Even if you left the switch to on it doesn’t work ! So if I want to get my devices connected to my personal hotspot I should be in the switch . But why I should be in the settings? If you open the hotspot it should remains on ! But this closes if you close the settings so is a software problem ! And that’s not all sometimes my devices disconnect from
my iPhone hotspot . Please report this problem to apple . This is not a device problem because I have also an another iPhone an se version and it does the same thing !

this is not part of carrier I mean the company who provide the internet ! Sent me the link to sent this issue in apple !
