Where do activate Rosetta 2 for Logic and Pro Tools on the M1 Mac Mini?
Please can someone explain what I need to do in laymans terms.

Protools will only run under Rosetta right now so when you run it for the first time, if Rosetta is not installed you will be asked if you want to install it.
